nearest whole number means rounding up to the number digit of ones place. for example,

the following underlined number is the ones place, 153.015. So if the number before that ones digit which is 0 in this cade is less than 5 we round it down to just 153. If the example was 153.602, since the number before this ones digit which is 6 by the way is greater than or equal to 5, we round it up to 154.
